Delivering heating oil support in practice: from identification to payment

Unlike gas and electricity, heating oil’s fragmented supplier network makes it difficult for councils to accurately target off-grid households and deliver support without a massive administrative burden. In this session, we explored how to solve this practical challenge by using existing data to pinpoint residents under financial pressure and ensure funds are used exactly as intended.
We walked through an end-to-end approach that works with oil suppliers to deliver support at pace, without the need for new infrastructure. By hearing real-world examples, we demonstrated how this model provides a clear path for tracking and reporting, offering a scalable blueprint that can be applied to wider energy support requirements in the future.

"What our suppliers are now saying to our residents is that, for them to be able to provide a quote you need to order on that day because the price is fluctuating so rapidly. We provide assistance for up to 500 litres, however, we aren’t paying the full cost of delivery. We are assessing the difference between what oil cost before the conflict began and what it is now. That gap started at about £270 and I think we are now rapidly heading towards £300, potentially reaching £400 by next week."
"One of the things we've been able to do for the Crisis and Resilience Fund is build income maximisation directly into the application form for our local authority partners. As residents apply for heating oil support and receive that £250 or £300 payment, they are also identified for other support they might be missing. This includes free school meals, Healthy Start vouchers, childcare support and all the main local authority benefits."
"Heating oil doesn't have a price cap and as costs surge, we have a product ready to help. A Huggg link is sent to a recipient containing all the instructions they need. For heating oil, we offer a prepaid card methodology. These links can be sent via SMS, email, or even printed as a QR code on a letter, which is crucial for areas like Northern Ireland where two thirds of the population is off grid and heating oil is a major challenge."
