LGR: how a data led approach creates new opportunities to support vulnerable households and keep services local
05 November 2025
Local Government Reorganisation (LGR) will reshape how councils work across England. With shadow authorities preparing for 2026, councils face both disruption and opportunity.
In this webinar, Max Taylor, Strategy and Policy Officer at Surrey County Council and Emma Richardson, Senior Manager at Northumberland County Council joined the Policy in Practice team to explore how councils can prepare for these structural changes while continuing to protect residents and deliver high quality services.
Three takeaways for attendees:
1. Clarity on timelines and responsibilities as LGR accelerates
2. First hand insight from one of the early areas on the accelerated LGR track
3. Practical takeaways to help your local authority manage risks, seize opportunities and safeguard communities during transition

LIFT is an absolute treasure trove of rich data. We’ll be using it to complement our existing service data, helping to inform the disaggregation of county council services by identifying where demand currently exists and where it’s likely to grow in the future. This insight will also support budget setting and future service planning.
Different times bring different challenges, but they also bring different opportunities, so now is the time to approach things differently. And that’s what makes it worth going to work for. I would say enjoy it, get stuck in and remember to keep tracking those percentage improvements, reflecting on them both ways, to stay energised. The work is hard, but it is important.
