Welcome to the Better Off Calculator user guide

Giving the best welfare advice to help make decisions can be a huge challenge. It’s hard to stay on top of the latest updates, navigate challenging conversations and treat all clients equally well. It can be more time consuming than you’d like.

We developed the calculator with you in mind to help you help others to make the right decisions and identify under claimed support.

In this guide, you’ll find information on how to get the most out of the Calculator from understanding benefits through to getting valuable insights to help understand your customers better.

Please take a look at the guide but, as ever, our in-house team of policy experts is available to provide assistance and training to advisors if more is needed.

Benefits coverage

Supporting different households

The Better Off Calculator includes support and guidance for people across all different dimensions:

  • In work (employed and self-employed)
  • Unemployed
  • Pensioners
  • Disabled or ill
  • Single, couples, families
  • Carers
  • All types of accommodation (including homeowners, renters and people in temporary accommodation)
  • All nationalities
  • On Universal Credit, legacy benefits or not yet claiming
  • Students

The only exclusions are:

  • People on strike
  • UK nationals living outside of the UK
  • Prisoners
  • Long-term residential/hospital care

Means tested benefits

For households whose ‘means’ (income or capital) are below their ‘needs’ (amount estimated by the government to live on).

The Calculator shows entitlement to:

  • Universal Credit
  • Pension Credit
  • Housing Benefit
  • Council Tax Reduction and Rates Relief
  • Child Tax Credit
  • Income-based Jobseeker’s Allowance (JSA) and Income-based Employment Support Allowance (ESA)

Contribution benefits

For people with enough National Insurance contributions over a certain period of time.

The Calculator shows entitlement to:

For households who meet certain eligibility criteria, including disability or carer status, regardless of income or capital.

The Calculator shows entitlement to:

The built in chat box quickly links you to our team of policy experts who are available to help with any questions you have about policies or technical matters. Simply click the “Need help?” button at the bottom of the page and the chat will begin.

Before contacting the helpdesk, please save your case and provide us with the caselink and any other useful details so we can investigate faster.

Live chat is available Monday to Friday from 9am until 5.30pm. Offline support is available outside of these hours by email at helpdesk@policyinpractice.co.uk.

Tooltips

Throughout the calculator, questions have a detailed drop down explaining exactly why a question is asked as well as giving the Government standard specification.

For example, clicking on the “Find out more” dropdown for the number of dependants field reveals the purpose of this information and the Government definition of dependants.

Situation comparisons

Universal Credit vs. Legacy Benefits

The Better Off Calculator has powerful scenario comparison tools to allow you to model a change in circumstances or benefits systems for your clients.

With the acceleration of managed migration, it’s more important than ever to understand how different benefit systems will impact your customers.

On the results page of the calculator you can compare the benefits outcome of your customer under both benefits systems. Expanding the “Compare legacy system and Universal Credit” tab shows you a full breakdown of support for both systems.

Change in income

The results page of the calculator has an earnings slider that models how changes in income affects the amount of support customers are eligible for. When the “Change your earnings” tab is expanded, two income scenarios can be compared. Additional support for job finding is included underneath the comparison.

Scenario comparisons

For more in depth scenario modelling, the calculator allows advisors to duplicate a current current case and change fields to create new scenarios that model changes beyond income.

Simply click “Duplicate Scenario” at the top of the calculator page, make your desired changes and compare the scenarios under the “Compare scenarios” tab on the results page. The example below shows what happens after a change in rent.

 

Budgeting

Clear budgeting

The Better Off Calculator provides expert budgeting advice, automatically applying adjustments based on the user and creating visuals to help clients and advisors understand spending.

The budgeting feature is an easy to use tool to model expenditure and help clients understand their spending. Graphs show the percentage of where spending is going as well as comparing income with costs so it can be clearly seen if there’s a shortfall.

 

Cost saving advice

The budgeting feature also has recommendations for savings based on essential spending and extraneous purchases. These amounts are adjusted based on household size and composition to help compare a household’s spending to another similar household.

Every household budget is unique so these guidelines should be used carefully, but they are a good starting point for discussing budgets with clients.

Standard Financial Statement (SFS) guidelines

SFS spending guidelines in the budgeting section of the Better off Calculator are available to assist with debt conversations. The SFS guidelines are automatically adjusted based on household size.

If your organisation is registered for use of the SFS, please ask your Account Manager about switching this feature on for your advisors. The SFS accordion shows on the results page after it is verified that your organisation is registered to use it.

Smart Budget

The Smart Budget section enables an even more detailed account of customers’ income and outgoings. While the main calculator shows the full amount of support a customer is entitled to, the reality for many benefit recipients is that money may appear differently in their bank accounts.

The smart budget takes into account additional payments, deductions and costs, such as alternative payment arrangements for rent and Council Tax. By including these automatic outgoings from benefits, customers are able to budget appropriately and understand their income better. The Smart Budget creates a really clear picture to give customers a comprehensive overview of their financial situation.

Ways to help people

Action Planning

While the Better Off Calculator is a benefit and budgeting tool, it also provides wider support to help users become truly better off.

Creating a plan to help customers out of difficult financial situations can be challenging; following and updating that plan can be even harder. Breaking it down into small steps can really help advisors and customers establish a plan and stick to it.

With the action plan feature you can create a plan with benchmarks and actions to be taken. It is much less daunting to tackle one thing at a time and the action plan feature has built in flexibility so plans can be adapted as situations change.

Goals and upcoming actions can be set using the action planner. This ensures that clients can see their current financial situation, prepare for changes in circumstances and proactively take control of their situation.

Important things and additional support

At the bottom of the results page you will find tailored guidance for any benefits identified as well as additional signposting to other support.

These alerts are to help clients maximise their benefits while minimising their costs.

The calculator highlights important things that should be considered before a user applies for any identified benefits they may be eligible for.  For example, in the case of a move from legacy benefits to Universal Credit it will detail what different elements of support a person is entitled to, transitional protection, changes in frequency of support payments and more.

We’ve included comprehensive additional support too, including help with disability advice, bills, Council Tax, prescriptions, energy grants, children, education, savings, life changes, and for those in crisis. These show the support, eligibility requirements, and will take users directly to the application page.

Grants and Applications

Additional applications for support funds can be included in an organisation’s calculator. For example, Anglian Water customers who are eligible for social tariffs will see an application button on the results page for water bill support.

We’re working with a number of organisations who will accept applications for their support schemes directly from the calculator. This is greatly helping to improve access to support as users don’t need to enter their information again!

Current direct applications include water and energy support with local welfare assistance, household support fund and other council schemes coming soon.

You can also find grants via the calculator thanks to our partnership with Lightning Reach. Again, users can apply for grants without filling in multiple forms. Get in touch if you’d like this feature for your calculator to help people find and apply for extra grants.

Next month’s Universal Credit

Next month’s Universal Credit

Universal Credit monthly assessments can create uncertainty for claimants that receive variable income. The Better Off Calculator shows the next Universal Credit (UC) payment award based on income received in that month.

To trigger the Next Universal Credit Payment section, simply input the payment frequency on the Income and earnings page. If you input a frequency that is not monthly, the Next Universal Credit Payment section will appear on the results page.

If Universal Credit is already being claimed, the calculator will ask what date the user’s assessment period starts, which is important for calculating next month’s award.

It will ask for the dates when payments were last received for any income that isn’t received monthly. This ensures that the next Universal Credit payment is calculated correctly.

A calendar of future payments will also be shown. You can let the calculator use the information you’ve already provided for this money, or you can manually enter expected future earnings. Using this information, the calculator then models how Universal Credit payments will change depending on income during each future assessment period.

Below is an example of someone who is paid weekly. Their Universal Credit payment changes depending on how many pay checks they received within their assessment period.

For those on variable incomes that need to create a budget and financially plan, it’s an essential tool.

Manage Users

Add new users

Managers can add new users to an organisation’s licence individually or in bulk.

  • To add users individually click on ‘Manage Users’ and ‘Add new’, which will open up a window that allows the manager to fill in the details about a user.

If there is a team structure in place, remember to refer to the team roles and permissions details below to make sure you give users the correct permissions. It is not necessary to add users to every layer. For example, if the user is a manager of multiple teams in Layer 3, it is only necessary to add details for Layer 1 and Layer 2.

  • To add users in bulk, click on ‘Manager User’ and download the CSV template, add the details of the users. Then use the ‘Import via CSV’ function to add the users.

A list of users, their teams and roles can also be found under the bulk actions button.

Each organisation has an agreed a number of user licences in its subscription. If more licences are required, please get in touch with your Policy in Practice Account Manager them or email helpdesk@policyinpractice.co.uk.

To edit a user’s details, click on ‘Manage Users’ and click on the individual user’s name and email address. This will open a window where details can be updated as required, including name, email, layer/team and role.

To deactivate a user, click on ‘Manage Users’ and click on the red button on the right.

You will be offered the option to keep the user’s cases in your organisation by transferring them to your account. (This option is selected by default.)

Roles and team permissions

Roles

Different roles can be allocated to each person who uses the Better Off Calculator. This ensures only specific individuals (for example, team leaders) are able to access certain cases and features of the calculator, such as creating new accounts or tracking usage.

There are four different types of user roles:

  1. Administrator: Project leads, points of contact within the organisation
  2. Managers: Members responsible for the calculator within a team
  3. Advisors: General users of the software
  4. Restricted advisor: General users who can only see their own cases.

Each user role has different types of access to features as shown below.

Teams

Managers may want to monitor usage across different teams, limit access to calculator records between teams, or ensure data is segregated and protected appropriately.

The Better Off Calculator allows managers to customise a hierarchical team management structure. This helps to replicate your organisational structure within the calculator’s management reporting systems. It also ensures effective data segregation and lets you track usage across the organisation by teams and individual advisors. An example of an organisation’s team structure is shown below.

Reporting

Administrators and managers can see insights about their teams’ usage and impact. These reports are available in the the ‘Management and Reporting’ menu at the top of the screen.

Impact report

View the total benefits identified for your clients broken down by the number of people and the value for those that are new to claiming benefits.

It will also provide an overview of your organisation’s calculator usage, giving
 greater insight into the population that you’re supporting. It can be filtered by date, age, housing situation, number of children in the household as well as high level vulnerabilities.

Please click ‘Apply filters’ if you make changes. Large date ranges may need a little time to load.

Impact report

You can filter by demographic characteristics to see the number of people eligible for different benefits and the average household budget.

Usage info

A user’s report will show a list of your organisation’s calculator users and the number of cases they opened over a defined period. This is available as a PDF or CSV/excel file download.

Reporting

The report will provide the following information:

  • Email: User email address
  • Status: User’s status i.e. Deactivated, Inactive or Active
  • Last activity: When user last logged in
  • Total: Total of new and opened cases
  • New: Number of times a new case was started
  • Opened: Number of times a saved case was opened
  • Assessments: Number of times a case reached the results tab

If fields are blank, the user has no activity in the selected date range.

Download calculator records

This option allows an admin user to download the details of all the cases that have been created by users over a defined period.

By default, the records consist of a subset of the most useful inputs and outputs. For each saved case, there is information about when the case was created, household information (age, number of children, housing costs) and the amount of benefits each household is eligible for. It is also possible to view all inputs and outputs.

This report will be emailed to you to download from your associated email address. If you have a lot of records to download, this may take a few minutes to arrive in your inbox.
